Perhaps Texas should follow California’s green footprints—believe it or not—because the average utility bill in California is 56 percent lower than in Texas, according to a press release issued by The California Air Resources Board (CARB) with the latest findings of the latest economic effects of California’s Global Warming Solutions Act.
