A proposed wind farm in West Texas attracted a lot of criticism, beginning in March, not only because the wind farm’s owners planned to use turbines made in China, but because the Chinese company that owns the wind farm also seeks a $450 million federal stimulus grant to complete the project, which would include financing construction of a turbine component production facility in China.

It seems the Chinese company, called A-Power Energy Generation Systems, Ltd., hopes to deflect as much criticism as possible by announcing that the Chinese company plans to build the assembly plant in Nevada now “to supply turbines parts to wind farms throughout the U.S.,” according to an A-Power Energy Generation Systems press release.

The new facility will be approximately 320,000 square feet, and A-Power Energy Generation Systems officials hope annual production capacities can turn out 1,100 megawatts of wind energy turbines, which is could provide enough power for 330,000 homes.

In a separate prepared statement, U.S. Senate Majority Leader Harry Reid said Nevada’s affordable real estate, and its proven track record of having skilled workforce, make Nevada the perfect place for A-Power Energy Generation Systems to build a new assembly and production plant.

“Senate Majority Leader Reid’s vision for the development of clean energy industries in his home state, Nevada’s position relative to the major wind corridors, and the strength and sophistication of Nevada’s skilled workforce made Nevada the best option for our headquarters and assembly plant for North and South America,” said Mr. Jinxiang Lu, chief executive officer and chairman of A-Power Energy Generation Systems.

US-REG Managing Partner Ed Cunningham said his company saw the production facility as a multi-million dollar investment opportunity (terms of the deal were not disclosed) because “Nevada will further advance the senate majority leader’s clean energy initiatives, while allowing out of work Nevadans to re-enter the work force in high-paying, stable, green jobs,” Cunningham said in a prepared statement.
